<--- Complete n00b. How would you go about this even? Do they make a filter for this? I don't want to blur and entire frame, just a part of it like someone's face or a license plate.... I also have Adobe Premiere, so if anyone can explain how to do it with that instead, I'm all ears....

What is needed is a area profile auto tracking filter. I don't think there is one that you or I can afford to buy. The only solution in VD is to take the portions of the clip that this has to be done, and output as single .BMP frames, and hand smudge them and then build a clip segment with the altered frames. If there is no motion, you could use "Logo Away"

It can be done in another program, MAGIX's Movie Eith Pro 2004 by putting the haze area on a separate track, and by using their object curves feature move and resize duing that clip segment.

I use Delogo mainly for deblending transparent logos out of the image. However the repair feature for opaque logos, I tried just yesterday. (Wanted to wipe out the "Cspan" and "Monday" logos of a rerun of Pres. Bush's Iraq speech.) I wasn't expecting results to be good enough to reach my picky tastes for overall picture quality, but I was rather impressed.

Based on my experience with it, I believe you could create a mask AS THOUGH you were targeting an opaque logo, then use that mask to tastefully blur the area you want. Of course it would be stationary, but you could do a series of instances of Delogo with a different mask for each one. Delogo allows you to specify a range of frame number to which to apply the repair.

But if you find something better, PLEASED let me know, as I have some footage I'd like to apply blurring to, but only for certain parts of the image. A moving blur would be nice, but if I had a stationary one (one better than delogo), I'd certainly try it.

In reviewing the above, I'm becoming skeptical that this is what you want. The delogo method tries to remove the contents of the logo by spreading the pixels nearby but on the outside of the mask INTO the mask area of the image. This is intended to erase the contents masked. You probably don't want to erase it, but just blur it. But give it a shot; you may find it adequate for your purposes. (Having a headless body?)
