"preferred Filter" Options Are Disabled?, when you right click a video in vdub

I assume I'm missing some software, but Google turned up nothing.

how do I enable this?

Menu -> Options -> Preferences
In the dialog box, select Display
Tick 'Use DirectX for display panes'
Tick 'Use Direct3D (requires DirectX 9)

(Save if you want to keep those settings)
OK

Now it's enabled and you can pick between the different filtering modes
It only effects zoomed panes though (it's just for the display on screen)
