Can filter programmatically invoke Start/Stop toggle? AFAIK, at least, it is possible to emulate menu item command.

Motion detection algo can be simple. Operate on low resolution (i.e. split by cells) frame difference deviation (statistic). And compare each with average for area determination.

Are you thought about it?
