How can i add special effects like blur in or out form 1 scene to another?!

That's what I would like to know. Since that is one of the most important options in editing video, you would think that someone could come up with transition filters.
Seems like every other video editing program has them.

Avisynth can do simple fades and dissolves, but for really professional work you need something like Premiere or Ulead (and they ain't cheap).

The problem with all the high end editors is any time you try to edit a DivX file the programs crash. They are more for capturing and editing instead of editing downloaded files.
The tweaker filter will do fade-ins and fade-outs but it inserts a black frame and and the result isn't very pleasing. Just a simple dissolve transition filter would be nice.
I wish you could use special effects filters from other programs or there was some kind of SDK that would convert those filters to VirtualDub filters.
