When i try to use the Mpeg Layer-3 audio compression, it's there but i can't select different quality standards...
I've seen instructions where they slect them and it's recomended that i use the Mgep Layer-3 with the setting at 32kbps at 22khz Mono... but i dont any at all to select from... if anyone can help me get the different rates i would be very grateful...

I think you only have the standard mp3 codec installed. There may be other mp3 codecs where you can choose more options. The original Fraunhofer mp3 for example. Other installer packs of the codec work also, but we are not allowed to discuss it here.
But maybe a look into the capture guide will help you
