I receive the above error every time I try to open a DivX5 encoded avi in VirtualDub 1.9.11 (AMD64) on Windows 7 64bit.

I have installed DivX Plus v8.2.3 which includes the DivX 6.9.2 codec.

What do I do wrong?

Try:
File > Open video file
Check the box for 'Ask for extended options..'

Check boxes 'Force video format...' and 'Force video codec...' and type:divx in both

The problem is that divx is 32bit and you're using a 64bit program
You could install the 64bit version of ffdshow or xvid to decode divx, or just use the 32bit version of virtualdub instead
The 32bit version of virtualdub runs fine on 62bit windows, and has less problems with missing codecs, plus, more add on filters work with it
