Ac3 Digital Codec, Where can I find?

Have the following video and need the AC3 Codec so that I can re-encode the video. Need to convert the AC3 to WAV. Want to end up witha MPG file.

Help Please. Thanks in advance.
Tried search for AC3 but found it confusing.

There is no AC3 codec for Virtualdub, as it can only work with ACM codecs and there is no AC3.ACM .

You have to extract the audio stream using Virtualdub's 'save WAV' function and then load the AC3.wav into BeSweet or HeadAC3he ( www.doom9.org or www.everwicked.com ) to process it to PCM WAV ....
