Hi jameslee and welcome to the forum!

There are several ways to achieve what you want with Virtual Dub. First I would try with menu Video - Frame Rate (Ctrl-R) and then enter a value in the "Change frame rate to (fps):". In your case, it should be 1/5 lower then the frame rate of the original file (which can be seen in File - File Information menu item).

Then you can use "Convert to fps" item (I'm not sure which of these two would give you the desired result, since it's a long time since I used them).

More advanced ways would be with external filters (but I'm not sure if any exist - you need to download one) and using AviSynth.

When you're satisfied with the result and want to save your work, don't forget to choose appropriate video compression codec!
