I just spent a couple of hours resizing a 2 minute 640 x 480 video capture to 320 x 240, using each of VirtualDub's internal filters, just because I was curious which resize method would compress the best with DivX 5.0.2 "1-pass, quality-based" set to 100%.

Maybe other VirtualDub users will find the information useful (or at least interesting) so here are my results, in order from best to worst compression ratio:

1) Precise bilinear = 45,074,432 bytes
2) 2:1 reduction (high quality) = 45,101,056 bytes
3) Precise bicubic (A=-0.60) = 46,301,184 bytes
4) Precise bicubic (A=-0.75) = 46,602,240 bytes
5) 2:1 reduction = 46,661,632 bytes
6) Lanzcos3 = 46,800,896 bytes
7) Precise bicubic (A=-1.00) = 47,173,632 bytes
8) Bicubic = 53,018,624 bytes
9) Bilinear = 53,018,624 bytes
10) Nearest neighbor = 53,018,624 bytes

(Oddly enough, the files produced from Bicubic, Bilinear, and Nearest neighbor were identical in size!)
