Cropping, not whole frames, just bits of them

as with , say, paint shop pro, can I crop the bottom third of each frame?

Video -> Filters -> [Add...]
Select null transform (or any filter you actually want to do something with)
Click [OK]
Press the [Cropping...] button.

In the "Filter input cropping" dialog either drag the borders, type some numbers or inc/dec the offsets.

To nuke the bottom 1/3 set the Y2 offset to 1/3 of the height, i.e. 160 for a 480 high video.
