Plugin Similar To Aftereffect's "difference Matte"

Hi all,

I'm trying to do something similar to After Effect's feature "difference matte", or "difference key"
It's also what can be done with Blender as shown here: http://www.youtube.com/watch?v=MeGxm4QYfLI
It's also called "background subtraction.

Basically it's when you feed the software with a still image of the background in order to isolate the foreground of the scene (e.g. keep only the moving character).

I can't find any free or cheap application to do this.
As said above, Blender seems to do it but I don't really trust the power of its video processing algorithms (it's mainly a 3D software isn't it?)

Does VirtualDub or Wax do that? I can't find a plugin to do this.
