these apps won't play the audio portion on not at all on my computer
when they have wav-mp3 audio

AVISynth files
VirtualDub, et al.
Media Player (XP) - Mplay32.exe

But will play in any other player. like

Windows Media Player - old and new
Old ActiveMovie OCX viewer from windows 95
Media Player Classic

I am convinced it is a codec problem
it drives me nuts
any ideas on how to solve this problem would be appreciated.

Try using ffdshow. It is a directshow filter which works really good.
Also if ffdshow plays your audio portion, you can use avisynth with directshowsource and get the uncompressed audio stream.
For information about using avisynth go to doom9 forums.

FFDSHOW is video only BTW. If win 95 apps can decode it could likely be WMAv2.
