Default Mp3 Encoding, MPEG Layer-3 encoder

I have two machines that I've used with virtualdub for a long time. I compress the heck out of my audio to get the file size down, generally I used "MPEG Layer-3" at 24kbit, 24kHz, Mono (3KB/s). On a new laptop (win8.1) I don't have any settings for MPEG Layer-3. I installed Lame MP3 and none of the settings go down to 3KB/s at 24kHz. There are some that are close, but I'm afraid I won't be able to append video from the new laptop onto video from the old machines since the bitrate will be different.

How do I find out what codec is actually being used for MPEG Layer-3 on the old machines and move it over to the new laptop?

Disclaimer: Although I've used virtualdub for years on multiple machines, I'm a novice user as I often take a while to get new codecs working.

Did you try just copying the entire Virtualdub folder over to the new machine? I've been moving the same instance of Virtualdub from computer to computer for years, just upgrading the actual program files along the way, and I've never lost any functionality.

The codecs aren't in virtualdub's folder, so copying that won't help


It sounds like you may have the full version of the old fraunhofer codec on your other pc
AFAIK the only way to get that was through a purchase, or a pirate version, so you're on your own if that's what your after
(copyrighted materials and dodgy downloads are not allowed here, sorry)

Can't think of any reason to use such a small bitrate though, the space savings are tiny compared to the godawful quality

The file in question is C:\Windows\System32\l3codecp.acm

If it still may help, "Windows Media Player 11" for WinXP, had the Fraunhofer MP3 encoder in it.
You can still officially download this WMP11 player via Microsoft:

Instructions on how to install and/or to extract the Fraunhofer codec from it are here:

In fact the "wmp11-windowsxp-x86-enu.exe" and the extracted "wmp11.exe" out of this, are executable ZIP-files.
If you have a zip-program, like WinZip for example, you can open these exe's and extract the files you need. So, you do not need to really install them.

I hope there is nothing illegal to this.

It's on dodgy ground, WMP is licensed to use it, but it's not licensed for general use, and so doesn't show up by default

Lame has all the same rates/formats, but (after a quick check just now) for stereo audio, the mono ones only show in the config screen if you tick 'show all formats' or set virtualdub to convert to mono

Thanks for the advice @dloneranger

So, maybe it is even "dodgy" (i didn't know this word) to use the Fraunhofer codec in VirtualDub, even when it has been installed with the Microsoft Windows Media Player version 11 or 12.

In that case, let me give the same advise too, to use LAME as MP3 encoder for VirtualDub.
