This type of sophisticated filter exists for still pictures using the Adobe plugin interface.
1. Focus Magic - the most versatile one
2. Refocus DC - just as effective and free, but few options and not as large a range.
I am trying to port Refocus DC to Virtualdub, but I have little familiarity with either the Adobe interface
or the VD interface. So are there any places I can look for some explicit ideas on how to do this? Or better yet a collaborator could be invaluable. I am a good programmer, but a bit old school.

I tried FM and Refocus on the same photo with similar radii and got identical looking results. The focus and clarity were the same and took about the same time for processing. Both claim to do a deconvolution and both give much better results than unsharp mask. But the processing time is long compared to a simple unsharp. But with modern computers the time may be acceptable.

The FM people will not consider porting their software, but it is the best solution for unfocused or motion blurred pictures.

So any suggestions would be invaluable.

(never tried it myself, so don't know how difficult it might be)

Maybe download source code for some existing filters and use them as templates.

Before you dive into filter development, take a look at existing Avisynth refocus solutions. Here's a cool one:
