Optical Scene Detection, Spliting a Video File / Scene Detection

Can someone tell me if there is a filter (or a method) to configure Virtualdub (or any other program) to split a video file using some type of optical scene detection.

I'm familiar with the old version of scenalyzer. However, it doesn't work with Windows XP. The new edition of scenalyzer only works by processing the video that's being captured. It doesn't work with video files already captured.

Thanks in advance for anyone who has any input on this.
