I'm using the deinterlacer map and resize filters. Resize has an option for interlacing. Should I check that box if I'm using the map filter?


Also, the background images are not as clear as the rest of the picture. For example: a car driving toward you is clearer the closer it gets. Would the sharpen filter work for this?

No, If you are deinterlacing before you resize (which I recommend) you video will be (hopefully) progressive and not interlacing settings would be needed

It may be blurry because of a low video bitrate
