I would aprecciate any kind of help on this:

How can I mark or adjust a certain frame in a .avi file as KEYFRAME, using Virtualdub or any other kind of avi editinig tool (like AVIedit or whatever). I need to have this exact frame as a Keyframe in order to cut it.........

This is not possible without (at least partially) recompressing the video, or telling the codec to put a keyframe there before compression.
For the first method see my first response http://forum.doom9.org/showthread.php?threadid=45358.
The other method depends on the codec used, you need a utility capable of editing first pass information of the used codec (e.g. stats file for divx3 or xvid).
