Do I have to select "normal recompress" and also select a compressor every time I open VirtualDub? On opening, it defaults to uncompressed video if I don't adjust both of these settings. Is there a way to make my preferred settings stick so VirtualDub defaults to not generating a multi-gigabyte output file for 5 minutes of video?

As far as I know, VirtualDub doesn't assume anything with regard to compression when it is first opened.

I agree, sometimes it would be nice for it to remember all the previous settings but at other times it would be a real pain to 'undo' everything I had setup because I now want something completely different.

Maybe a few 'profiles' would be useful that we could save and re-load? That might be the answer.
It would also mean that every filter and plug-in will have to remember it's previous settings and not all of them do - so you'd have to remember which ones do and which don't so you can set them up again. That in itself could be more trouble than it's worth. lol.

It would be up to Avery to put this in though and I don't think it's a simple 5-minute job.
