Working from either an AVI or MPEG-2, in 1.9 .10 the convered file's video is coming out as bad jagged looking innerlasing - I checked playback in several programs, and it seems to be the outputted file.

So, what's causing it to happen, and how can I resolve it?

We'd need more information than that

What compressor did you choose, and what settings?
Screenshot of a bad frame and the source frame, so we know what you mean
Is the output resized or filtered in any way?

I'm new to all this - where to I fine the info you need?

Where to start....

On the file menu->file information there's all the info on the file
What compression codec did you choose?
What does the image look like (source and output) - post a screenshot
Did you resize or add any filters?

Without information nobody can help you
Most of this information is just telling us what you did, or posting a screenshot or two
