Another Question To Ask All Of U....., This time about read-only

I have a file that is read only, yet when i try to clear the read-only by going to properites and unchecking the read-only box. When i try to move the order of the files the file dont move. Then i go back to properitites to find that the read-only box has been checked again? i double and triple checked this and everytime it comes out the same way. Anyone got any hints to help me????
