Ok, one last try
Here is a virtualdub that I've put all the right bits in

It's a self-extracting archive, so double click it and let it extract everything to a new folder (default is a folder called Virtualdub at the same place the file is)
Try starting the virtualdub in that new virtualdub folder
Deshaker should show up - it does here
If it doesn't, then there's something missing on your pc that it needs
You'll have to speak to deshakers author about that
