Writing Library Of A Movie Can It Be Edited?

When I open movies with mediainfo most movies have a line for Writing Library such as:
Writing library : libebml v1.3.0 + libmatroska v1.4.1
or
Writing library : VirtualDub build 32593/release

and others have:
Writing application : AVI-Mux GUI 1.17.8.3, Feb 16 201019:42:50
but not Writing library

Is there anyway to edit these manually?

Just wanting to know because I live in Canada. Over here in Ontario, if you have video evidence from hidden video cameras in your vehicle the judges dismiss this as evidence and cannot be presented in court. They make the excuse saying it is possible to photoshop the videos and get them to look the way you want them to look. Personally I think its because your going to show true evidence that the police do lie on the stand. Especially if you have 4 hidden cameras with a proprietary system for doing the encoding. If you were to photoshop the video and then save it again, they would be able to tell because the writing library put to the videos would also change. So would it still be possible to photoshop a video like change a red light to a green in a few frames of video and then save it with the program you used to photoshop it, then open the video in vdub and re-encode the movie so the specs are the same for video and audio and then later manually open it with something like UltraEdit and edit the binary so that it becomes the same as the other 3 videos Writing Library or Writing Application? Or would this just simply be way too hard for pretty much anyone to do?

Over here, the Police Lie in Court and in Disclosures all the time. And if like I said you have video evidence that could prove they lie in court they won't allow it to be presented. Hence pay into the system and pay for a lawyer or Xcop to fight the tickets for you.
They just recently added another 88 rookie cops to the list.... But instead they should have put more money into providing 24 video surveillance on police cruisers, so that the minute they sit down on the seat of the vehicle, the video cameras start rolling. And this way, if you feel your being wrongfully accused, you should be able to go into the police station, fill out a form asking for the video surveillance of a police cruiser for said date and time. Our system over here is set on protecting the rights of the police instead of protecting the rights of the people. This has to change. So if there is no way to manually be able to change the writing library or writing applications I don't see why videos made from a proprietary systems shouldn't be allowed to be presented in court on your behalf as video evidence.

Yes, they're all editable
Changing the metadata like the writing library takes a few seconds
Changing each frame of the video to remove the huge bag of money stolen from the bank takes longer but it's doable

Any data can be easily manipulated and I mean any data. What is not easily manipulated is laws and people used to enforce them. Its easier to try and change the law then to convince a judge. At the end of the day, all they do is enforce it.
