Hello. i am a beginner in making filter; i would like to understand how can i make a filter in visual c++ in virtual dub. I have already try to read open source of virtualdub; but i was unable to understand it. If you could help ,e i will be very kind.
actually i have to make a filter zich allow to make zoom and resize only

You won't learn from reading the VD source code. There's some sample code included with the filter SDK which is quite readable, though. Also, you might check out this page, which has a large list of filters, many of them including source code.
