Stabilization Filter?, Does there exist a stabilization Filter?

Hello,

I have read in a magazine (CT) that shaky video captures will have a bad impact on the compression. The magazine states when you put your camera on a tripod, you will get better (mpeg) compressing results then when you shoot a film from the hand. Besides it looks better in general as well when the image doesn’t shake. Some cameras have a stabilization feature them self but not always, or they do not stabilize enough, or you find out later that you should have it switched on for a special scene.
I wonder if there exists a stabilization filter that basically crops the image by a few pixels and try to center the image with the previous and follow frames.

(Unfortunately, I have no knowledge to write such a filter myself)
