Filter To See 'safe Area', Does such a filter exists?

Hello,
Is there a filter to show the safe area in a video frame?

I add subtitles...which get cut off on TV..it would be nice to visually see safe area on PC while adding subtitles.
Software like Vegas Video easily show the safe area.
