When I have a video file > (Ratio 2.40.1 or aproximately ) and I want it back in 16/9
Resize - New Size (Search aproximately for have 722/406 Final) - Same as input - Landroz - Crop to aspect ratio (16/9)
I have my new video file 16/9 with the correct ratio for the image
but I lose a little picture in the sides

When your pictures/frames/images of your video must be shown in 16:9 format, and they actually only have a wrong aspect ratio,
you can simply apply the "Resize" filter and "Configure..." with:
- New size : absolute : width x height (in number of pixels), like 720 x 404 (try to use multiples of 4)
- Aspect ratio : disabled
- Filter mode : Lanczos3
- Framing : Do not letterbox or crop
- Codec friendly sizing : Do not adjust
After clicking OK, also verify the "Cropping..." settings of the Resize filter and set every "Offset" to zero.

In this manner you should not loose anything of the original picture...

Absolute (pixels) - 720x540
Compute height from ratio - 4 3
Codec-Friendly Sizing - Multiples of 4
Letter Box To Aspect Ratio - 16 9

Other options as needed

I took a video file 4/3 top quality (Image-ratio-ect.ect).
I want only transform it into 16/9
I can do it with VirtualDub
* New size - 722/406
Aspect ratio - Same at Source (4/3)
Filter mode - Landroz
Framing option - Crop to aspect ratio - 16/9
After process I have my video file in 16/9 with good ratio, picture perfect, and without black bars (Full screen)
But the image is scaled vertically
I do not see all video in top and bottom.
I do not see everything as the original video 4/3

Maybe there is still a missunderstanding ?

AVI-format has no setting to say to the video-player (like Windows Media Player) that it has to display this in 4:3 or in 16:9 format.
So if you have an AVI video-file that has 720x540 pixel-images, it will always display in WMP in 4:3 format, no matter if it must or should be displayed in 16:9.
So, if it must be displayed in 16:9, than you will have to 'resize' it to 720x404 (or 960x540).

It can become more complicated when you are displaying AVI-files on a television (via for example an USB-memory stick).
Most televisions will stretch out a 4:3 video to the width of the 16:9 screen.
What I do to circumvent this problem is put the 4:3 video into a letterbox format of 16:9 (explained here above by -vdub-).
This gives me a 16:9 video with black borders at the left and the right, but it will display correctly on my television.
