what filter should I use when i have blocks during movement? I'm trying deinterlace map now, but no luck yet. what filter is best and what settings for it are most commonly used?

This can not be removed with a filter, you are obviously setting a very low bitrate in combination with a very high resolution, so the compressed video stream is blocky, especially in motion scenes where it needs more bits.
You can remove some of these effects with a good postprcessing filter on playback, but i recommend to either set a higher bitrate or to lower resolution ...
