Is There Any Chromashift Plugin?, apart from Chroma noise reduction plugin

Hi and happy new year to all!

I'm just searching for a chromashift plugin. The Miro DC30 card produce bad shifting when capturing in SECAM. I know there's one for Avisynth, but I mainly use Virtualdub.
For the moment I use the Gilles Mouchard's Chroma Noise Reduction, but I don't need it's noise reduction features. Maybe a dedicated Chromashifter would be faster.

The problem with SECAM is that only France and some African countries use it.
So, don't expect anybody out of France to have such a problem and to make a filter to correct it.
