Capturing Directly From Tv Broadcast

I would like to capture some TV broadcast, I have a ATI Rage fury pro VIVO card based od Rage 128 pro and Rage theatre chips. It has only one type of video input - composite. I have a PAL version because I live in Czech republic (so the local tv system is PAL-D).
I probably should use 25 fps during capture because of PAL, but I would like to know if I can somehow use inverse telecine for recovering 24 fps (I suppose that TV is 25 fps PAL but they broadcast 24 fps movies from studio and it is consecutively telecined to PAL 25fps). So, can I really recover original 24 fps?
Is there any difference between the TV and VHS video signal? Can I recover 24 fps (and progressive?) from VHS also (from PAL tapes, not NTSC)?
I have read that full PAL resolution is 768*576 but my card supports only 720*576 as the highest resolution.
Won't it be just a waste of file size when capturing in these high, interlaced resolutions (over 288 horizontal lines in PAL) or can I get more video information when capturing at 720*576 or 720*568?
And what about deinterlacing?
Is it possible to get full progressive frames at 24 fps directly from 25 PAL TV?

I'm all NTSC here in USA, but I'll try to answer some of your questions.

I would recommend capturing at the maximum vertical resolution (288 x 2 = 576) to ensure that you get both fields intact, in case you have to deinterlace or inverse telecine later. The horizontal resolution should be close to your final desired width; in other words, if you are going to make a 384 x 288 AVI, it would be pointless to capture at a horizontal resolution much higher than 384. If you are going to make SVCD, capture at a horizontal resolution of 480.

I have read that 24fps movies were actually shown at 25fps on PAL TV, but if that is true then there shouldn't be any interlacing artifacts, since both fields derive from the same frame. (Or do they?)

If you want to recover progressive (24fps) film, it makes no difference whether you capture from live TV or VHS. The signal is the same, except that the live TV signal is usually cleaner (less noisy). Still, there are advantages to capturing from VHS (like being able to rewind).

Yes telecine only comes into play in the US and Japan NTSC systems. For all PAL systems I have heard about they simply speed up the FPS. So inversly you could slow the FPS back to 24 FPS and stretch the audio to fit.
