is it suitable for capture TV from a television and is it illegal if i upload the recorded video youtube after i have done some modifications to it Łż

This isn't a good place to ask about legality and permissions -- I'd recommend starting with YouTube's online help, as they will have details about what they allow on their service and pointers to what may or may not be allowed in your locality.
