How To Apply Pulldown To 23.976p?

Usually most users looking for the other way around to remove pulldown.
I'm looking for a way to apply pulldown to a 23.976 progressive clip.
Ist there any filter that can doubling every 5th field & take control over the change of the cadence?

Maybe there is a tool that can apply it by just setting a flag to the AVI stream similar to Donald Grafts DGPulldown for MPEG2?
