This discussion will be about VirtualDub supporting scene transitions, clip ordering and titling/image overlays in a presentation similar to other video packages available for sell today. Will this ever happen?

Hmmm, but it's not a discussion any of us have a say in
Virtualdub is free and written by one person as a personal project
As someone who does similar, I can tell you this - I only add things I want or are easy enough to add without causing me trouble
You get what I want to share, because I thought it might be of use - in no way do I feel like I work for anyone who downloads my stuff
Or put another way, why would you spend a lot of time and effort writing code that you didn't want or need
If the answer is 'sure I would' then can you come over and do my gardening for a week for free just because I want you to?
...no?
Of course not

So... what will be added is what's interesting to the author, or easy enough to add in spare time
Nothing on your list seems to fit into the authors history of additions, but you never can tell what someone will find interesting

Scene transitions: there's the FadeFX plugin for fading to & from black
Clip ordering: there's Cut and Paste available on the Edit menu.
Title overlays: ffvdub + subtitles.
Image overlays: Logo filter.
EDIT - you didn't ask, but for audio work, there's Audacity.

If you need more, there's Avisynth - it can do anything, but you have to learn the scripting language.

But honestly, for advanced editing it's better to use a true video editor like Premiere Elements or Vegas Movie Studio.

I’m sorry, I did not mean any disrespect when I asked for something out of scope. I find that VirtualDub is so much more stable and faster than the commercial software I’ve seen, that I easily imagined this trend would continue into anything else the author chose to do. I could not think of any other place I'd rather find what I want. Maybe I should have asked, “What is the author thinking about doing next?” I realize I probably should ask the author directly and see if he has time to answer.

Thank you for the suggestions for the video & audio editing goals I have. I will look into them.

About a true video editor, I actually have access to the latest version of Premier Pro. A few weekends into it I find that it is difficult to use. I figure the problem is me since Premier gets so much praise. Maybe I should get something like AVS4YOU Video editor (http://www.avs4you.com/AVS-Video-Editor.aspx) or Pinnacle Studio (http://www.pinnaclesys.com/PublicSite/us/Products/studio/standard/) it might be more my speed. I'm looking into 'Vegas Movie Studio' now.

None taken at all :-)
Just wanted to say that a lot of personal projects are a 'you get what your given' type and it's more likely that easy things would be added than complicated ones
Getting the authors interested is the toughest part of requests
I know with mine I'm far more likely to add something that I find interesting and completely turned off by requests of the I-can't-be-bothered-to-xyz-something-do-it-for-me type
With that in mind, look at virtualdubs changelog and you'll see what kind of stuff the author's most interested in doing ;-)
