Cannot Load Mpeg File, problem with opening a mpeg video file

I am trying to convert a mpeg video file into avi format.
However, when I try to open the mpeg file, error message comes up.
It says "MPEG Import Filter: invalid pack at position 3: maker bit not set; possibly MPEG-2 stream"

I do not understand what this means.
I appreciate if someone could tell me how to solve this issue.

for mpeg-2 video needs external plugin atm. http://sourceforge.net/projects/fcchandler/files/
unzip into "plugins32\" folder, restart VD and ready to go.
