I installed it but I realized that I don't need it. I deleted a inf file but that didn't fix anything. I thought I could delete the wmv9vcm.dll, as it is labeled in Virtualdub but I can't find it. I just don't want the WMV Encoder showing up in the Compression menu anymore. Can anyone assist me?

It should show up in the remove programs list of the control panel.

That's just the problem, it doesn't, it didn't come with an uninstaller of any kind. I managed to find the inf file that was recently created. But now I guess I have to find the dll also to fully remove it.

Reinstall it and then uninstall it. I can only assume that you deleted some files which made it not show up in add/remove.

Mine says Microsoft Windows Media Video 9 VCM in add/remove programs.
