Audio sounds fine on my end but when I upload it somewhere it is louder:

File is a recording of neighbor's loud music from 2006 at the old place I use to live. There are some gaps because in the video I'm demonstrating/playing around with Adobe Audition

Is this file too loud?

I'm also noticing that the windows volume keeps shooting up to max whenever I load any kind of player but not an audio editor??
