Is smart rendering a newish feature or has it been around for a longish time?

I noticed a few programs that use smart rendering on mpeg2 files. Is this the same rendering that only recompresses the cut points while direct streaming the rest of the file?

Yes, it's the same general function, and it's been around for a while in NLE programs -- I think I started seeing it in the consumer space when MJPEG hardware devices became popular. MPEG-2 is a bit harder due to B-frame and buffering concerns. IIRC, some editors also did a restricted form of a direct stream copy like operation where they could edit on group of picture (GOP) boundaries, but you'd lose the first two frames in the GOP (the B frames before the I frame in display order).
