HI , i am making a movie in cambodia, shot 80% in last 8days. now is doing roughcut.
the guideline is using only freeware /GPL not commercial NLE.
software - DVIO, winDV, virtualdub. avisynth.
this is a great tool for trainig as virtauldub can be a virtual splicer as old film.
i shot in DV PAL progressive, then use divx capture whole tape in 25fps/ no sound and then cut/ join the scenes
later will re-capture DV with windv and join as movie plus audio dubbing too.
this is a free trainign program so i must show to cambodians that is possible to use entirely freewre GPL software to make a good quality movie.
BTW the budget is $500, all got paid too. from $2.5 to $5 /day Plus freemeal.
