do you know the way how split or cut m2ts blue ray video without loss quality of video
which the best program for that also why m2ts not open on virtual dub |

I have no example of an m2ts-file, but I suppose it must be possible to open it with VirtualDub, after you have downloaded and have installed the FFMpeg input plugin for VirtualDub.
You can find and download it from here (thanks to dloneranger for his recent updates to it):

Installing the plugin, means unzip the content of the correct pluginsXX-bit folder to the pluginsXX subfolder of your VirtualDub installation.
After that, start VirtualDub, click the File-menu > Open video file..., and in the dialogbox, do one click onto the *.m2ts file, at "Files of type" do select "FFMpeg Supported Files", and then click Open. |

Yes. While it is possible to open m2ts files with this plugin, it's not possible to do a Direct Video Stream Copy, so this process is lossy (I mean not lossless) |
