Overlaying One Frame From Image Jpeg

Is it possible to replace one isolated frame in a video with the image from an external jpeg file? I haven't the foggiest of how to do this, and can't see any mechanism. But I know there are lots of quasi-hidden features throughout Vdub, so I'm hoping.

I don't want to create a video from a sequence of jpegs; I only want to replace one existing frame in a regular video sequence with the external jpeg image.

(if I was going to do it I would use the first method - Avisynth - but that's what I'm most familiar with)
