-I am editing an mpg (version 2) or mpg4 video file.

-Is it possible for me to remove all sound from my movie, and replace
it with audio which is ordered and timed exactly right? Where do I do this?
Is it "Menu/Audio/Audio from Another File..." ?

-Is it possible to remove all human speech/narration from my movie file,
while leaving sound effects and music where they are?
If possible, how would I achieve this?

Yes. You would have to supply the audio file of course.

You can try the Audacity "Vocal Removal" filter. It works best with music, not so well with movies. It depends on how the voices are mixed - that is, if the voices are in the center and not panned to left and right.
To use it, you would "Save WAV" (uncompressed) from Virtualdub, process in Audacity and export as WAV, and then use "Audio from Another File" again in VirtualDub. I haven't done vocal removal myself, but I use Audacity in this way for other types of processing (equalization, noise reduction, compression, adding music, etc), and it works very well. The only thing is, you can't see the video while you are working on the audio.
