hi there
well our TV-software records in mpeg-2 format. and for cutting out the ads we(i) want to use virtual dub. unfortunately virtual dub now tells me mpeg-2 is not compatible with the avi container format. is there a plugin for this? the only thing i found is virtualdub-mpeg2 which should be able to do this (didnt test it yet) but i also read that its developement was stopped, as virtual dub can use plugins.
so is there a plugin for my needs, or does anyone know a software which could help me? we dont want to render the whole video when just cutting out ads.

Sorry, no. At a minimum, this type of editing requires an editing path that is specifically tailored for MPEG-2 in order to fix up timestamps and set broken link flags for cuts aligned to group of picture (GOP) boundaries, and there are probably also buffering level concerns that I'm not too familiar with. This is beyond what VirtualDub can handle. I believe the MPEG-2 enabled version you were looking still only handled MPEG-2 input and not output.

Maybe Mpg2cut2 can help you out ?

It seems to work a little bit the opposite way: you cannot 'delete' the parts that you do NOT want, but you must indicate/select the selections that you want to write to a new file.

When starting the program you can be a little confused at the beginning...

In the Window-menu: click "Buttons & scrollbar"
In the View-menu: select "Never use overlay"
Via File > Open, open the VOB or MPG file.
Use the sliderbar to indicate the beginning of the first selection and when done, click the "[" button.
Now indicate the end of the selection, and click the "]" button.

Do continue this way to selection multiple 'clips'. The number of selections/clips is indicated above the preview.

Via File > Save All Clips, you can save all selections to one file.

At first look, it seems to work, but I do not dare you give any guarantee ...
So, if you are interested, I would propose you to check it out for yourselve...

Regards.
