It'll all depend on what you mean by poor quality
A better description of what's wrong with it would be useful
There are filters that can smooth out, sharpen, change the contrast/brightness/saturation, clean up vhs noise etc etc etc
Without knowing what you're trying to fix, it's a 'how long is a piece of string' question

Resizing. It'd be better to see for yourself
Sometimes smoothing out textures works better if it's resized, sometimes it's worse

It's best to just have a play with all the things before doing the final version, so you can get comfortable with what you're doing

As well as the built in filters, there are a lot of ones you can download and use
They usually come in .zip files, extract the .vcf file and move that into a folder called 'plugins32' inside virtualdubs folder
(if it's not there, just make a new folder with that name)

Some useful filters are:
2d cleaner http://neuron2.net/2dcleaner.html
MSU smart deblocking http://www.compression.ru/video/deblocking...locking_en.html
MultiAdjust https://sourceforge.net/projects/multiadjust/
MSharpen http://neuron2.net/msharpen/msharpen-vdub.html

You can't, but you can upload them to somewhere else (like imageshack or pixhost) and put the links here

Probably something like resizing larger, sharpen the edges and little bit of smoothing would help

Here's just what altering the contrast/brightness looks like (with a bit of extra saturation)
In the image, the left half is altered and the right half is the origional

They're things you'd have to play with to see what looks best
To be honest, there are so many filters to test on it, I don't have time

The resizer has an option to keep the aspect ratio the same, so you can play with sizes there
If you click the aspect ratio->'same as source' you can type in a new height and the width will be calculated for you
Make sure you also click the Codec-friendly sizing->'Multiples of 4' so that codecs will accept the new width/height ok

Here are some results of deinterlacing, upscaling to 720p, denoising, deblocking, and sharpening. I used neat video for denoising which is much better than msu but used the same process as I outlined in the video I posted.

Ok I'll check it out thanks so much for your help! Did you look at the links I posted and if so what would be a good setting that I could use to fit the mpeg on dvd because it takes 15 hours to process it in virtualdub
