EDIT: Since I wrote this I've spotted Tools > New Instance and a way to map shortcut keys, so nothing to see here :-)

Although the mapping for the New Instance command comes under File instead of Tools. Must be a legacy thing.

At one point I had considered putting it under File, but there was too much stuff there and it didn't fit in, so it went in to Tools instead. The command categories don't always match the menus, but that's why there's Quick Search in the configuration dialog.
