Reducing Frame Rate In Virtualdub, Looking for programmer to add feature

VirtualDub does not allow to reduce the frame rate of the output video, which would be very useful for hardware players to switch NTSC/PAL. This should not be too difficult a feature to add considering that VirtualDub re-encodes completely the video stream using the selected codec. What is needed is the possibilty to reduce the frame rate from 30f/s to 25f/s or even 20f/s while keeping the bitrate of the MP3 sound track unchanged.

Use avisynth instead.
